European regulators scramble to deal with financial crisis

European regulators are moving to change policies to deal with the global financial crisis. European regulators, like those in the U.S., were caught off guard by the crisis in the subprime-mortgage market, largely because they did not look outside their own borders. European regulators are considering more aggressive measures than the Federal Reserve's.
