President Barack Obama's decision to deny a permit for TransCanada's Keystone XL pipeline could complicate matters for Nebraska as it works to complete an environmental review of the project, Gov. Dave Heineman said. "We're going to try to talk to lawyers and figure out the exact legal meaning of what the president did -- what impact it has on Nebraska legally," he said. The president should have given a "conditional yes" to allow the state to finalize its study, Heineman added.
