NYC's 3 WTC tower could shrink to 7 stories due to lack of tenants

Larry Silverstein's 80-story, 3 World Trade Center tower in New York City could be capped at seven floors if he can't secure at least one major tenant to commit to the building, according to unnamed sources. The building is under construction and was scheduled to be completed in 2015. The tower could be built to its original scale if the developer finds a tenant before the structure is capped off at the seventh floor.
