Group proposes building airport in San Diego Bay

A group called Airport Trust has proposed building a new airport on dredged material in the San Diego Bay. The group's design includes three 12,000-foot runways and a cruise-ship terminal. Tunnels would link passengers and cargo to land-based transportation. The group wants the San Diego County Regional Airport Authority to review its plan in secrecy, but the authority has repeatedly declined to do so.
