Engineers say poor, unregulated construction in Haiti likely played a key role in a death toll that could reach 200,000 as a result of a recent earthquake. The entire system needs to be overhauled, engineers say, but others worry it is simply too late. "I don't think these people will ever recover," says Justin McDonald, a civil engineer with the Army Corps.
