Officials in some Arizona school districts say they will continue to participate in the federal school lunch program despite proposed state legislation that would allow them to opt out. Some say they are concerned the legislation could lead fewer students to have access to food. Bill supporters say the program is a federal mandate imposed on schools. Opponents say that about one-quarter of the state's students struggles with hunger, and, for some, school meals are a primary source of nutrition.
