"65%" solution winning more fans

Eighteen states so far have introduced bills that would require 65% of every dollar be spent on classroom funding, an idea popularized by businessman Patrick Byrne. Critics contend it's a "one-size-fits-all" solution that has not been proven to affect student test scores at the local district level.
