Blanco: Delay on FEMA guidelines slows rebuilding efforts

Louisiana Gov. Kathleen Blanco says the wait for FEMA to develop new standards for rebuilding in hurricane and flood-prone areas is slowing the state's reconstruction efforts. Compliance with the new standards will likely determine if homeowners can keep or afford insurance, but the new standards won't be out until March or April in New Orleans and final guidelines are not expected until August.
