Nearly all Philadelphia teachers fully certified

According to a district report, almost 94% of the Philadelphia school system's teachers are fully certified, a level district CEO Paul Vallas calls "very good," since all must be "highly qualified" under NCLB mandates by June 2007. Vallas attributes the improved certification picture to better year-round recruiting and the termination of a literacy intern program that had put college graduates without education degrees in elementary classrooms.
