NCLB plans unveiled

The Department of Education has outlined its plans for strengthening the No Child Left Behind Act, including a $4,000 voucher for students attending failing public schools to attend private ones, sending teachers to lower-performing schools despite union contracts and report cards that compare state tests scores with performance on national exams.
