NYC officials detail school financing plan

The plan would allocate assets to schools based on need, taking into account such factors as poverty level, English-language proficiency and academic performance. The allocations are meant to provide additional money for the neediest students, according to New York City's school chief, who said the city ultimately would provide extra money for the highest achievers, as well.
