ID validation would boost PHR use, report says

A new report from the Markle Foundation's Connecting for Health initiative recommends ensuring privacy by combining "in-person proofing" with "knowledge-based authentication" to confirm a person's identity. The group also suggests "bootstrapping," whereby health care organizations use patient identity confirmations from banks and other trustworthy institutions, to ensure privacy and help encourage patients to create personal health records.
