Iowa Gov. Chet Culver, and two of his challengers in the upcoming election are not in favor of an E10 mandate for gasoline in the state. Culver is instead urging the federal government to approve an E15 mandate in unleaded gasoline. Republican candidate Bob Vander Plaats, meanwhile, supports federal incentives to promote E15, building infrastructure for E85 pumps, and mandatory use of ethanol for government vehicles and nonprofit groups receiving state funds.
