U.S. President Barack Obama will use his first State of the Union address to propose a series of narrowly focused initiatives aimed at helping middle-class families, senior administration officials said. Taken together, their costs will be modest and unlikely to have significant impact on the budget deficit, officials said. The initiatives include capping some student-loan payments, tax credits for child care and money to help families care for aging relatives.
