India's 30% local rule may not attract foreign merchants

India's recently enacted law allowing foreign single-brand retailers to own 100% of their operations in the country was aimed at expanding the country's retail sector, but a rule requiring the retailers to source at least 30% of their goods from India's small businesses may prove too restrictive, this column says.
