Southwestern Electric buys wind power to offset carbon emissions

Southwestern Electric Power has agreed to buy power from wind projects in Kansas, Oklahoma and Texas as part of a legal settlement regarding its proposed coal-fired plant in Arkansas. The utility set a renewable-energy target of 400 megawatts to offset the coal plant's greenhouse-gas emissions. The wind power agreements will help Southwestern Electric surpass its renewable-energy target, company officials said.
