California Assembly mulls flood zone restrictions

A group of California Democrats has proposed a measure that could halt development in some flood-prone areas of the state and require homeowners already living there to purchase flood insurance. The Assembly also is considering alternatives to Gov. Arnold Schwarzenegger's proposal to borrow $68 billion for public works projects that would improve levees and better protect the state from flooding.
