Out-of-school suspensions lose effectiveness

Norwood High students in Massachusetts who once were disciplined with at-home suspension now report for Saturday school sessions for academics and public service. Washington school leaders are looking for similar alternatives as traditional out-of-school suspensions no longer seem effective.
