Agreement to help Haiti is called "premature"

International donors meeting in Montreal reportedly reached an agreement for a 10-year, $3 billion rebuilding program for Haiti that would include new housing for 200,000 homeless people. However, a State Department official called the announcement premature because more assessment needs to be done. Under the donors' plan, residents would be housed in 200 model communities complete with schools and health care centers. Government ministries and national infrastructure would also be rebuilt.
