A plan to move Burlington Northern Santa Fe tracks outside central Fresno, Calif., would cost at least $803 million -- an estimate high enough to cause the coalition pushing the move to abandon its efforts. The original idea was to align BNSF tracks along the Union Pacific corridor, streamlining the railways.
