Highway trust fund nears shortfall; payouts to states in jeopardy

The national highway trust fund, which supports states' transportation-construction projects, is again suffering a major shortfall. It is expected that the Federal Highway Administration will announce the end of overnight payments of its 80% share of construction costs beginning in August, according to Rep. James Oberstar, D-Minn. Past shortfalls have been met with "rescue" funds from the government's general account.
