President Barack Obama will use his first State of the Union address to call for a three-year "hard freeze" on discretionary domestic spending, White House aides said. Defense spending would be exempt from the restriction. Obama will also propose a series of narrowly focused measures to give financial relief to the middle class, Obama administration staffers said. The package would include an increase in the child-care tax credit for families with an income of less than $85,000 a year.
