Better times for home-improvement chains

Lowe's and Home Depot are seeing signs of a turnaround, as new-home construction starts to pick up and more consumers spend on home-improvement projects and big-ticket appliances. Home-improvement spending rose 4.3% in the three-month period ending last November, according to the Census Department.
