Congress takes steps to raise indecency fines

U.S. Rep. Fred Upton, R-Mich, introduced legislation that would raise maximum broadcast indecency fines from $32,500 per violation to $500,000; a similar measure is expected to land in the Senate that could tag violators with fines as steep as $3 million per day.
