State and local governments in the Washington, D.C., area have big plans for funds from the proposed economic-stimulus bill. Pending legislation would provide about $1 billion for school construction, transit and clean-water projects in Maryland, according to Gov. Martin O'Malley. Meanwhile, Virginia could receive $800 million to fund highway projects, and state officials say many projects are ready to start as soon as the state receives funding.
