The California attorney general's office acted properly by voting down minimum internal controls for tribal casinos, writes Jacob Appelsmith, chief of the attorney general's Bureau of Gambling Control. According to Appelsmith, the minimum internal controls standards would have been subject to legal challenges. Instead, the attorney general drafted a new set of regulations with input from the tribes and the Gambling Control Commission.
