Education Department to release states' restraint-and-seclusion policies

Education Department officials said information on state guidelines governing the use of seclusion and restraint in schools will be released on the department's Web site by Feb. 12, and the site will be updated as states revise their policies. Education Secretary Arne Duncan promised that each state would have a "real clear plan" by the beginning of the school year in response to a government report in May that detailed troubling abuses under current guidelines.
