More fliers checking luggage at gate to avoid fees

As airline fees rise and security procedures evolve, passengers complain they have no good solution when traveling with luggage. Airlines say their bag-check fees are necessitated by economic conditions and have nothing to do with increased security hassles. But more passengers are checking their bags at the gate as a way to avoid such fees.
