Chu's waste-fee ruling confounds state regulators

State regulators are still confounded by Energy Secretary Steven Chu's decision to maintain a fee imposed on nuclear plants for the management of used nuclear fuel. "At first blush, we find it difficult to understand how the department can justify charging nuclear utilities and their consumers for a program they effectively concede does not exist," said Robert Thormeyer, a spokesman for the National Association of Regulatory Utility Commissioners. The decision is still being reviewed, he said.
