N.D. regulator clears Hess' Killdeer Mountains drilling plan

Hess' proposal to drill up to eight oil wells in North Dakota's Killdeer Mountains received conditional clearance from the state's Industrial Commission. About $250 million would be wasted if regulators denied the company's request, said Lynn Helms, director of the state Department of Mineral Resources. The conditions give Hess a particular schedule for hydraulic fracturing and require the company to eliminate natural gas flaring as much as possible.
