Recess appointments for NLRB were improper, court says

Recess appointments to the National Labor Relations Board made last year by President Barack Obama violated the Constitution because the Senate was not in recess, a federal appeals court says in a ruling that could invalidate decisions on hundreds of labor cases. The ruling also brings into question the appointment of the head of the Consumer Financial Protection Bureau. The Obama administration could take the issue to the Supreme Court.
