Lawmakers mull "hybrid system" for reducing carbon emissions

The Senate is continuing to tackle possible options other than the cap-and-trade bill for curbing greenhouse-gas emissions, Sen. Lindsey Graham, R-S.C., said. President Barack Obama's State of the Union address, which touted nuclear energy and oil drilling, boosted efforts for a measure that could include a "hybrid system" for cutting emissions, he added. Graham, however, said it has "yet to be determined" if his colleagues could craft a bill that could be approved.
