Report: Tunnel may be delayed by eminent domain issues

Plans by the Port Authority of New York and New Jersey to construct a second commuter train tunnel under the Hudson River may be delayed if issues of eminent domain aren't resolved. The authority needs to acquire buildings, get permission to bore the tunnel beneath or condemn properties in order to get the $8.7 billion project under way.
