FCC adviser tries to calm stations' fears on spectrum

The FCC has no plans to force broadcasters off the air, said Stuart Benjamin, an agency adviser and Duke law professor in response to stations' protests after an article he wrote suggesting their spectrum might be put to better use elsewhere. Benjamin, who said the column reflected his view, not the FCC's, asserted he meant to say that "we are best off moving toward spectrum flexibility so that people can determine what services they want, and from the bottom up rather than the top down."
