Mich. city manager surprises commissioners with resignation

Traverse City, Mich., City Manager Ben Bifoss plans to retire at the end of June, after more than four years in the position and 28 years in city administration. City commissioners say they were not expecting the announcement. "I'm surprised and disappointed," Mayor Michael Estes said. "He's been a true pleasure to work with, and if I had my choice, I wouldn't let him retire."
