States might shift high-risk patients into exchanges sooner

Some states are reconsidering how and when they will move patients from high-risk health insurance pools to the forthcoming marketplaces after HHS announced reinsurance funds would go to plans with the most expensive enrollees and high-risk pools could not receive reinsurance funds. "The race is on to get people moved over so that plans can benefit from the reinsurance program when it's most generous," said Amie Goldman, CEO of Wisconsin's Health Insurance Risk Sharing-Plan Authority.
