Swap traders' "voice broking" is in regulators' hands

The fate of swap traders who make deals via phone calls uniting buyers and sellers is up to the Commodity Futures Trading Commission. Brokers have voiced opposition to rules that limit the practice as swap trades migrate to electronic exchanges. Brokers argue that phone conversations connect buyers and sellers in thin markets who wouldn't otherwise find each other.
