Cold-weather districts have varying standards for snow-day closures

In the five school years leading up to this one, Cleveland schools canceled classes 14 times due to weather while Chicago and Toronto didn't post a single snow day. While Cleveland closes its schools whenever the temperature dips below zero, Minneapolis students trudged to school recently in temperatures of 22 below.
