Stimulus package unlikely to fund many new roads

Most of the funds dedicated to highways in the proposed economic-stimulus package will go to repair existing roads. In Virginia, for example, the majority of the funds the state could receive will be used to resurface highways and improve aging bridges. However, observers note that the state also needs funding to build new roads. Meanwhile, some Washington lawmakers say they are working to boost transportation funding in the stimulus bill.
