AT&T may signal DISH spectrum bid with new filings

AT&T told the Federal Communications Commission last week that it should be easier for carriers to transfer or lease wireless spectrum -- a reversal of the carrier's earlier opinion -- and urged that DISH Network be ordered to use or lose its large allotment of spectrum. Analysts say the filings offer a strong indication that AT&T hopes to increase its leverage with DISH in order to obtain the spectrum.
