CCA urges wireless holdings cap, access to fiber networks

The Competitive Carriers Association mirrored concerns voiced by Sprint Nextel in responding to a Federal Communications Commission inquiry on proposed incentive auctions. Sprint asked regulators to cap a carrier's holdings below the 1 GHz range. In its comments, CCA said a screen would "more accurately identify instances of spectrum aggregation and should use every tool at its disposal to ensure pro-competitive outcomes at future auctions." The CCA also weighed in on the FCC's role in regulating fiber-optic networks saying the agency must ensure that incumbent carriers provide access to their networks on "just, reasonable, and cost-based terms and conditions."
