FCC should preserve interconnection rights of competitive carriers

CCA urged the Federal Communications Commission to reaffirm ILECs' obligation to interconnect their networks and exchange traffic on just, reasonable and cost-based terms and conditions. Both AT&T's and the National Telecommunications Cooperative Association's petitions offer suggestions for how the Commission should manage the transition from networks based on time-division multiplexing (TDM) technology to those based on Internet Protocol (IP) technology.
