New Orleans is considering whether to adopt a $14 billion plan for rebuilding the city. The proposal, presented by urban planners, recommends keeping temporary facilities for clinics and schools in severely damaged neighborhoods for another two years. It will initially focus on neighborhoods that have rebounded quickly from the storm. The mayor has said he will sign the plan.
