Murky waters for NYC charter schools as state wrestles with expansion

New York City officials have welcomed charter schools over the past decade, and two-thirds of the city's charters are located in public-school facilities. But opposition by state lawmakers to the expansion of charter schools has some questioning the future of the schools in the city and led one successful charter operator to seek opportunities in another state. "The best charter operators in the country are mobile, and when they do harmful things to charters, the best operators move to more supportive environments," said Seth Andrew, the founder of Harlem's Democracy Prep charter school.
