NBCTs say program offered incentive to earn certification

The director of a program in Alabama's Jefferson County that helps teachers earn National Board Certification says research shows students perform better when taught by NBCTs. Educators say the Stellar Program provides support and helps them overcome the financial obstacle to national certification -- a $2,500 application fee.
