Conn. district to create programs for students who are gifted

Education officials are planning new programs to address a slide in performance among students who are gifted in Windham, Conn., schools. Declining achievement among top students was cited among the reasons for the district's placement under direct state oversight. Officials said they also are working to arrange training for educators to staff the new programs.
