State of the Union speech looks to tax cuts, health care

President George W. Bush outlined a domestic policy plan Tuesday night in his State of the Union address that focused on permanent tax cuts, affordable health care and energy independence. It was a departure from his previous call to overhaul the Social Security system by creating private investment accounts.
