New Orleans residents disappointed but not surprised by suit dismissal

About 350,000 people filed claims as part of a class action suit against the Army Corps of Engineers for liability related to flooding in New Orleans. A federal judge this week absolved the Corps of liability but suggested that it was grossly incompetent. Some residents said they were not surprised that the suit could not proceed.
