Debarking bill is introduced in Rhode Island

Rhode Island Senate Majority Leader Dominick Ruggerio has introduced legislation mandating that debarking procedures only be performed on a pet when a veterinarian deems it necessary for the animal's health. The bill also specifies that the pet should be under general anesthesia and the procedure has to be performed by a licensed veterinarian. Massachusetts was the first state to enact such a law, in 2010.
