Beginning this week, retailers can add a surcharge to purchases made with credit cards. New Jersey restaurant owner Steven Amadeo says he isn't sure he will charge the fee. "I like the idea that I'm legally allowed to do that, but it's hard to say in today's economy," he said. Al Rosen, a jewelry-store owner, says the fees are not likely to catch on with merchants. "Most retailers will probably absorb this cost because we have been absorbing it for years," he said.
